Eugene Victor Skaggs, 88 of Huntington, WV died Saturday, October 3, 2015 at St. Mary’s Medical Center. He was a retired construction engineer . Graveside services will be conducted at 2:00 PM Friday, October 16 at the Kentucky Veteran’s Cemetery North East, Greenup, Ky. Burial will follow. Reger Funeral Home is assisting the family.
